Yes.  AFAIK, François Pinard wants to convert the python prototype to C
"next time" (I guess this is what you mean with "other language" and "C
version").

Yes, on the other hand, adding some more iso-8859-1 related characters
to the repertoire of the existing recode package isn't that difficult.
Making it UTF-8 clean is another issue, of course.  I cannot judge
about it  since I am not a hacker.
